Unfortunately, I'm not sure there's a way to get rid of it quickly - except for leaving it alone. But, there are a couple ways of preventing it.
NAIR. I used to get that all the time, and couldn't deal with it anymore either - even though i was using Bikini Zone. Nair is the only thing that works without getting red (as long as you don't leave it on too long.) If you're allergic to that too, try using an electric trimmer and then bleaching... If you get the stuff you mix yourself, you can control how much bleach you put so you don't react as much to it.
Or if you do still want to shave, try using a moisturizer with a high concentration of salycilic acid afterward... it's been proven to help prevent bacteria from getting in pores (which contributes to the bumps). Letting it air dry as long as possible before putting on underwear or a swimsuit also really helps. And, make sure you use a really good quality razor and fairly new blade... When i switched to Venus I noticed it got a lot better.
If you're using a razor, STOP! It's best to use clippers to shave your bikini area, or just get it waxed.
if you shave going with the hairs and not against, you shouldn't get the rash

They have a line of bikini products.
i use hydrocortizone cream right after I shave. It reduces the red bumps alot, you will only get a couple instead of a rash.
proactive reaparing lotion, it really works
at walmart in the shaving section they have this little tube of gel called Bikini Zone. it works like a charm. i have very sensitive skin, and no longer have that problem
